This procurement initiative is reserved for beneficiaries of the following Comprehensive Land Claims Agreement (CLCA) titled the James Bay and Northern Quebec Agreement (JBNQA) – Inuit portion
This requirement is reserved for individuals defined as “Inuits”, as defined in chapter 3 of the JBNQA (paragraphs.
3.1.2 , 3.2.4, 3.2.5 and 3.2.6). In respect to aboriginal Inuits businesses, they must be located north of the 55th parallel as described in chapter 6 of the JBNQA.
This Invitation to tender is excluded from international trade agreements under the provisions each agreement has set for small and minority businesses.
Further to Article 1802 of the Agreement on Internal Trade (AIT), the AIT does not apply to this procurement. Process.
Proponents must sign and complete the document entitled “Attestation for Program of Reserved Contracts for Aboriginal people”.
PROJECT DESCRIPTION
Upgrading the aerological station in Kuujjuaq Without being limited to this description, the works consists generally to replace two existing storage oil tanks by a single tank of 1135 liters capacity, with a double bottom.
Replace and relocate the vent and the filling pipe as well as the distribution pipe up to the burner of the boiler.
Install a spill box on the filling pipe and an anti-insect protection screen on the vent pipe.
Install a visual and audible alarm near the filling orifice and make the necessary connections.
Install a whistle on the vent, a level gauge on the tank and install two fuse valves, one upstream of the oil filter and one upstream of the burner of the boiler.
Outside, above the catwalk used for the tank filling operation, a lamp is to be replaced by a vandal proof model. Signs indicating the presence of petroleum will be posted on each outside building door as well as on the filling box and on the tank.
