The proposal to expand the Trans Mountain oil pipeline from Alberta to Burnaby, B.C., took an important step toward closure Thursday.

Proponent Kinder Morgan presented a 60-minute final oral argument in front of the National Energy Board (NEB) panel that will have the second-last word on whether the $6.8-billion project to increase its capacity, from 300,000 barrels a day to 890,000 barrels a day, is in the public interest.

In contrast to the loud protests, social media campaigns, legal showdowns that dogged the project during the past two years, the hearing unfolded in a largely vacant hearing room at the NEB’s downtown Calgary headquarters.

But the final word will come over the summer from the cabinet of Prime Minister Justin Trudeau, who so far has dedicated little political capital to promoting access to new markets for Canadian oil — and plenty to make it more difficult.
