Revision of Canada Energy Regulator Filing Manual and Electricity Filing Manual

The Canada Energy Regulator Filing Manual (Filing Manual) and Canada Energy Regulator Electricity Filing Manual (Electricity Filing Manual) have been revised to reflect nomenclature and legislative references introduced by the Canadian Energy Regulator Act. In addition, the filing requirements described in the 22 August 2019 Interim Filing Guidance and Early Engagement Guide, the 6 January 2020 Filing Manual Revision 2020-01, and in Environment and Climate Change Canada’s July 2020 Strategic Assessment of Climate Change have been integrated into the revised manuals.
The Filing Manual and Electricity Filing Manual are designed to assist applicants and interested parties in understanding the CER’s expectations about the information an applicant is to include in a submission under the Canadian Energy Regulator Act, Onshore Pipeline Regulations, or other applicable legislation.
When seeking approval, applicants must submit to the CER applications or information filings (collectively referred to as filings) that are complete and support effective decision making. While it is ultimately the responsibility of the applicant to make its case before the CER, the Filing Manual and Electricity Filing Manual have been developed to provide guidance regarding the information the CER would typically expect to see addressed in a filing. The goal is to provide applicants with a clear definition of the CER’s expectations for complete filings, which should allow more consistent assessments with fewer information requests.
Regulated companies are expected to follow the most recent versions of the CER Filing Manual and CER Electricity Filing Manual posted on the CER website:
