THE ROLE: GM, People, Innovation & Collaboration Services (PICS)
Reporting to the City Manager, the General Manager, People, Innovation & Collaboration Services (PICS) is a member of the Executive Leadership Team, who collectively develop the overall strategic direction and plans for the City of Calgary, and ensures the effective execution of Council priorities and services to the citizens of Calgary. The General Manager, People, Innovation & Collaboration Services is accountable for and oversees the strategic direction and operational management of the People, Innovation & Collaboration Services department. This department’s core purpose is to empower and enable the workforce, by driving culture throughout the organization, making learning and development more consistent, driving innovation, as well as ensure the City is collaborating with various stakeholders.
Under general policy guidance from the City Manager and City Council, the General Manager provides inclusive leadership and direction to all departmental business units, including: Human Resources, Safety, Physical Security, Citizen Engagement and Communications, Information Technology, Cyber Security, Resilience, Intergovernmental Relations, Indigenous Relations, Business & Local Economy, Geospatial Business Solutions, 311, Innovation, Information Access (open data), Customer Experience and Administration Policy.
The General Manager ensures that each of the PICS department’s services, supporting programs and sub services are consistent with the overall mission of providing the best possible experience to residents of the City of Calgary and aligns with Council priorities. The General Manager provides expert level advice and expertise in their area of specialty to the City Council and participates in applicable committee meetings. The role, as a member of the Executive Leadership Team, leads overall policy development for the department, develops strategic plans, leads/sponsors key projects and initiatives, and directs the implementation of these policies/projects/initiatives/plans within the People, Innovation & Collaboration Services department. As one of two enabling service departments, the role also extends to developing and providing strategic support in leading people, innovation and collaboration services across the organization.

- Nurtures and fosters an inclusive leadership approach that promotes equity, diversity and inclusion; psychological and physical safety; health and wellness.
- Plan, direct, and provide strategic oversight over the operations of the department, direct department operations through subordinate heads, coordinating department-wide management activities and facilitating implementation strategies.
- Provide a vision, strategic leadership, and direction to the management team in managing departmental operations, policies and challenges related to the effective and responsive delivery of programs and services.
- Ensure that the department has a clear mission/mandate and a strategic vision for success matched by a plan that includes the resources necessary to achieve that vision.
- Works with the City Manager and Council to identify short- and long-term strategic priorities and leads the development of strategic, business and operational plans. Integrate strategic plans into a coherent and aligned strategy for the Department.
- Direct the development of annual and longer-term business plans for each business unit in the Department, ensuring alignment with strategy; quantify business outcomes (i.e. KPIs); set operating and capital budgets; and review and approve business cases for projects and programs that have organizational impact.
- Maintain constant focus on the municipal needs of the residents of the City; identify and manage these needs by collaborating with other departments, the City Manager, and the City Council as necessary.
- Set, and lead the delivery of, annual and long-term departmental objectives; manage and report on performance, and take corrective action where necessary to ensure achievement.
- Oversee departmental operating budget and ensure effective financial, business planning and management processes.
- Develop and oversee implementation of strategic plans within the department, with an emphasis on cross-departmental collaboration and achieving synergies; direct the development of annual and longer-term departmental business plans over a 1-5 year time horizon, ensuring alignment with strategy.
- Ensure the department’s structure, systems and processes enable staff to deliver programs and core services.
- Collaborate with other departments and identify opportunities for synergies.
- Lead, coach and mentor employees within the department to achieve operational and strategic objectives; develop a cohesive and motivated team committed to the mission of the City of Calgary.
- Identify the capabilities needed to meet the current and emerging business needs of the Department. Evaluate current capabilities, identify gaps, and prioritize development activities.
- Functions as the Deputy City Manager, working with the City Manager to identify and execute additional key strategic initiatives and functions as interim City Manager when necessary.
The Person – Experience and Education
The General Manager, Operational Services will have:
- A post-secondary degree in a related discipline. A related Master’s degree, i.e., MBA or MPA is strongly preferred, yet optional. Equivalent/relevant combination of education and experience will also be considered.
- Minimum of 10 years of progressively responsible experience, with at least 5 years at the senior management level, preferably within a large, complex and diversified organization. Public sector experience, particularly municipal government experience, is highly desirable.

What to Expect from Our Search Process
Leaders reviews all applications thoughtfully, initially comparing your information to the qualifications, competencies and experience requirements set out in this Opportunity Profile, with due consideration to the overall candidate pool. Applicants being considered to advance in the process will be notified and sent a Competency Table (CT), tailored to allow you to highlight your candidacy in relation to this opportunity. Once applications are reviewed, Leaders will contact the candidates who most closely qualify for the role and conduct a brief pre-screening conversation, assessing your interest, gaining further insight on your background, discussing any unique challenges you may have as a candidate, and confirming your compensation details. At this point we can answer any questions you may have about the company, the role and our process.
Leaders will meet with the Selection Committee to review information on the candidates being considered. Information on each candidate is presented to the Committee in a Candidate Package, including cover letter, resume, and completed CT. At this point the Selection Committee will determine their preferred candidates to move forward in the process. These candidates will receive an in-depth interview from Leaders. All other candidates will be informed in a timely manner about their status in the process.
Preferred candidates will then receive a detailed competency and behavioral based virtual interview by Leaders. Following these interviews Leaders will then meet with the Selection Committee once again to determine which candidates will be short-listed to receive an interview with the Selection Committee. Once again, other candidates will be informed in a timely manner about their status in the process.
Short-listed candidates are invited to a 60-90 minute virtual or in-person interview with the Selection Committee. A second interview may also be conducted to further narrow the list or to confirm a selection decision. Once these interviews are complete, the Selection Committee will move forward with a finalist candidate. All other candidates will be informed of their status in a timely manner.
If you are the finalist candidate, you will be asked to provide 4–6 references to be contacted by Leaders. Other due diligence will include Credit and Criminal Records Checks, Educational Credential Checks and Social Media Checks. Once the Selection Committee is satisfied with the due diligence process, a verbal offer will be extended, followed by a written offer of employment.
